Approved agenda. Left side of Plan: Ian reported that the Polk County BOC asked him and Brent to talk with different stakeholders and gauge interest in a Marion-Polk CoC. They expect to begin doing that in September. Salem's Affordable Housing &c. Work Group reaffirmed reforming the local CoC as a strategic planning goal, and has asked SHA staff for next steps, including what reformation will require in terms of time and resources. Staff are feeling strained with supporting HRAP and the Work Group, and believe additional staff are needed, both to manage the CoC reformation, and to carry out the Work Group's other recommendations. It would seem the decision whether or not to hire additional staff will need to be made before the City is ready to convene a meeting with Polk and Marion County concerning reformation. It's believed Marion County supports reformation. We have urged the City to schedule a meeting now, before calendars fill up.
Right side of Plan: The Mayor spoke with Jon Reeves (MWVCAA) and Robin Winkle (Shangri-La) following the last Affordable Housing &c. Work Group and persuaded them they should support reforming the CoC. While a welcome development, it may mean very little to our efforts to ensure our reformed CoC will be competitive from the outset. CAA has its hands full with the new building and the increase in demand from TSA's reduction in services. The CEWG continues to stall and Jimmy has yet to form a 2018 PITC work group to overhaul PITC methodology (CEWG did meet in August, but only to watch Jimmy walk the group through the VI-SPDAT in ServicePoint, and listen to Jayne Downing reiterate her concerns about information security). Jimmy's plan calls for CEWG to adopt a "draft proposal for a coalition of service providers" in November, but he has yet to share the vision of what that would look like. On a positive note, there is some indication that the City's Community Services and Housing Commission might play a supportive role in a reformed local CoC. We will know more after the CSHC meeting on September 13. In short, most of the meeting was spent planning the second half of the September Emergency Housing Network meeting, which will a short presentation on reforming the local CoC (the first half is on the pilot program to bring service integration to Marion County) (the purpose of the presentation is simply to raise awareness, encourage participation and answer questions).
